		<description>Seems to be standard practice for the government these days - push a project through and then write the Business Case. Their favoured project management tool, PRINCE2, meant to avoid expensive white elephants, doesn&#039;t get a look in.

We have just *had* to implement a govt directed project -- for which we are unable to list a single benefit to the organisation, service users or clients. And at a cost of two million at a time of financial crisis.
