A few problems with your original post, I.J.. Ivory Coast doesn&#039;t have a weak government: it has a strong government without much interest in its subjects. It&#039;s very likely that members of the government profitted from this arrangement- indeed, the most likely explanation is that Trafigura thought the waste would be dumped in a remote place where no-one else would notice the casualties and the consignee just dumped it at once. The same is even more true of China, which regards European household waste as a valuable source of useful materials. The government itself takes the view that they can afford to lose a few Chinese through accidents, poisoning and industrial disease.
The only solution is enforcement of national and international laws. Unfortunately there are parts of the world where the government is the main ignorer of the laws and many other governments and companies which find the existence of such states useful as a way to avoid the expense of enforcing or obeying laws.
