		<description>The planning ombudsman never makes planning decisions, he or she can only call attention to maladministration in the process preceding the decision or during enforcement activities subsequent to the permission being issued or denied. It would be the Planning Inspectorate that made the Appeal Decision, over-ruling the Council&#039;s refusal. It is misleading to suggest that elected councillors never make planning decisions, although residential schemes such as that described, are frequently delegated to officers if no policies seem to transgressed and few objections are lodged prior to the decision being reached. Each planning authority has a scheme of delegation agreed by elected members that you are entitled to see; they do not follow a standard template.</description>
