		<description>Tony Blair had campaigned for military intervention in Jugoslavia and Sierra Leone and encouraged both when he came into office and his enthusiastic  reception in both countries probably affected his attitude to invading Iraq as well. The road to Iraq was paved with good intentions and apparently successful humanitarian military interventions.</description>
