PyQt and SIP updates

Riverbank Computing reports that it has released version 3.16 of PyQt and version 4.4 of SIP on which it depends. PyQt 3.16 can now be installed alongside PyQt 4, which is in development; it "also includes better QString interoperability with Python strings and some bug fixes".
